Annex II       

On instructions from my Government, I have the honour to transmit to you herewith the procurement and distribution plan for phase XI as submitted by the Republic of Iraq under the memorandum of understanding of 20 May 1996 between the Government of Iraq and the Secretariat of the United Nations and pursuant to Security Council resolution 1382 (2001).  My Government hopes it will be approved in an expeditious manner.  The annexes to the plan will be submitted within the next few days.
