Excerpt:
Specific Cases - (xiv) Engines for Viper Mk22/9 Aircraft

D2.231 In June 1986 an ELA was received for the sale to Iraq of 5 engines for Viper Mk22/9 Aircraft. These aircraft were used as trainers. The MODWG assessed the supply as A(I), an insignificant enhancement. *339 At the IDC meeting held on 24 June 1986 the Summary Record recorded that “Given the vast size of the Iraqi airforce, (c500 combat aircraft and about 60 trainers) the provision of five engines for trainer aircraft would be an insignificant enhancement.” *340 Approval of the ELA was recommended. Mr Collecott, in his Note dated 4 July 1986 to senior FCO officials commented that “The supply of these 5 engines is a drop in the ocean.” *341 There is no indication in the papers that this recommendation was questioned by Ministers.
