A statement by Spokesman for Ministry of Foreign Affairs on (UNMOVIC),(IAEA) activities

IRAQI MINISTRY OF FOREIGN AFFAIRS

February  12, 2003

 

1.        IAEA inspection team:

A. Group I:

   This group, led by the British inspector Neal Frank , was consisted of (3) inspectors, left Al-Qanat Hotel at 9:45 a.m. and arrived at Saddam State Company belongs to the M.IC. It is located at Amiryiat Al- Faluja, 80 km. south of Baghdad. The group installed a system for sampling the air inside the Company. It also visited Ibn Al-Haithm & Al-shaheed factories, both belong to the said Company. The purpose of the visit was to view the machinery available there and the state of the working during the official holidays. The visit took about three hours, then the group returned to Al-Qanat Hotel.

 B. Group II:

   This group, led by the American inspector Price, was consisted of (3) inspectors, left Al-Qanat Hotel at 9:45 a.m.

   It performed the following radiological surveys in:

1. The agricultural area neighboring the river on the right side of Ibn- Sina State Company which belongs to the MIC. It is located in Al-Tarmiya area, 30 km. north of Baghdad.

2. Al-Amel Factory which belongs to Ibn- Sina State Company. The group installed a system for sampling the air inside the Factory.

3. The agricultural area neighboring Al-Amel Factory.

4. Ibn-Sina State Company, from inside, all the inside roads , the destroyed buildings and the undestroyed buildings and the manufacturing units.

5. The area which is neighboring the river opposite the direction of the first area till Al- Abaijy area. The radiological survey included the inside roads of Al-Tarmia area.

   The visit took about three hours . Then the group returned to the hotel.

2. UNMOVIC Inspection Team (Chemical):

A. Group I:

   This 7 - inspector team, which was led by the British Steaf Alyson, left Al-Qanat Hotel at 8:45a.m. and arrived at Al-Kadisya Water Treatment Project of Baghdad Municipality, located in Al-Kadisya area of Baghdad. The group held a meeting with the Director of the Project and inquired about the changes that taken place since 1998 till now, the production capacity of the Project, and whether there  are  any  imported items. After that, the group visited Al-Mahmoudia Treatment Water Project which belongs to the State Enterprise of the Water & Sewage 20 km. west of Baghdad.The group met the Director of the Project and inquired him about how they process water, how much they  consume the chlorine material yearly ,  the content of the chlorine material in the water, the number of the staff and who supplies them with this material. Then the group inspected all the  project's. 

   The visit took about three hours , and the group returned to the Hotel.

B. Group II:

   This 20 - inspector group, which was led by the Austrian inspector Herald Marled, left Al-Qanat Hotel at 8:00 a.m. and arrived at the cancelled site of Al-Muthana State Enterprise, 100 km. west of Baghdad.

    The purpose of the visit was to destroy  100 mm. artillery shells, which have been stored since 1998, and were under the supervision of the (UNSCOM).The (UNMOVIC) asked to destroy those shells. Due to technical problems which faced the UNMOVIC, no shells were destroyed today. It is worth mentioning that Iraqi side gave all facilities in order to accomplish this operation. Destroying will be completed tomorrow. The visit took about 8 hours, then the group returned to Hotel.

3. UNMOVIC Inspection Team (Missiles):

   At 9:15 a.m.an airplane took off from Al-rasheed base boarding five inspectors headed by the Indian Saif Al-Islam. It arrived at  Jabber Ibn Hayan State Company belongs to MIC , Nineveh Province.

   The group held a meeting with the Director General of the Company and inquired about the role of the company in manufacturing the special parts of Al-Soumoud missile. Then the group visited the workshops , stores and some buildings . The visit took about four hours . Then the group retuned  to Al-Rasheed Base.

4. The Interviews:

A. During the high level meetings held in Baghdad on 9/2/2003, the IAEA requested to ask one of the retired Iraqi ambassadors some questions concerning the fabricated American allegations that Iraq imported Uranium from the Niger after the year 1998. It appeared that the said retired ambassador was in Jordan. In response to his country’s interests, he accepted to come back to Iraq and carry out interview with the IAEA inspectors. The ambassador asked to be interviewed at the building of the Ministry of Foreign Affairs. The IAEA accepted. The interview was carried out at 10:30 am. No one accompanied him. It is worth mentioning that the ambassador documented the interview by a tape recorder. The interview lasted for one and a half hour.

B. The IAEA asked to interview one of Iraqi specialists alone in one of Baghdad hotels. The National Monitoring Department informed him and made him available at the designated time and place. The interview was carried out. He documented the interview by a tape recorder. The interview lasted for two and a half hours.

C. The (UNMOVIC) requested to interview two Iraqi specialists in one of Baghdad hotels. The NMD. Informed both of them, and made them available at the designated time and place. The two specialists asked to document their interview by a tape recorder, but the UNMOVIC officials refused their request, so the interview was not carried out.
