A statement by Spokesman for Ministry of Foreign Affairs on (UNMOVIC),(IAEA) activities IRAQ MINISTRY OF FOREIGN AFFAIRS February 1, 2003
1. IAEA Inspection Team Group I: It set out from Al-Qanat Hotel at 9:00a.m., consisting of (3) inspectors. They arrived at the presidency of Saddam University in Al-Jadiria area, Baghdad. The group held a meeting with the President of the University, inquiring about the number of the students, postgraduate students (PhDs), number of the teaching staff, number of professorate degrees, number of colleges and their geographical location, financial state of the University and who supplies it, is there any supplies through contracts with governmental bodies, what devices and equipment have been imported within the last four years, are there any staff from the atomic energy program participating in the petrochemical project within the University staff and the kind of researches carried out by the postgraduates in the colleges of science and engineering. The group also held a meeting with both the Deans of the science and engineering colleges inquiring about the number of postgraduate student (PhDs), number of the teaching staff, number of professorate degrees, number of departments and the names of their heads, have they brought any new equipments within the last four years, kinds of apparatus and labs in the college, is there any radio-active materials and what are they used for, kinds of detectors used in the nuclear labs, kinds of new computers used and their speed and the computer languages used in teaching the students. Then the group visited the physics labs at the College of Science and viewed the equipments there, kinds of experiments that are being carried out, investigated the radio-active sources their, they looked at one of the computers used in the lab of the treatment of numerical pictures and the programs used their. At the College of Engineering, they visited the telecommunication lab, the computer engineering dep., the lazier engineering dep. and the mechanic engineering dep. They also made a radiological survey. The visit lasted for three hours and forty minuets, then the group returned to the Hotel. Group II: It set out from Al-Qanat Hotel at 10:00 a.m., consisting of (3) inspectors. The group carried out a radiological survey for a number of different places, they are as follows: 1) The Arabian-Iraqi State Company for the growth of cattle-the largest stations for cows that produce milk, in Sebaa Nissan area, that belongs to the Ministry of Agriculture. 2) Al-Qudus military camp. for the Arab volunteers in Seb’aa Nissan area. 3) Mabain Alnahrain General Company for the production and development of seeds in Al-Nihrewan area. 4) A camp that consists of abundant building currently which belongs to Al-Faw Company. 5) Physical training school-physical training directorate of the Ministry of Defense. 6) A privet farm…. They were permitted to enter after the owner allowed them to do so 7) Al-Nahrain site that belongs to the Babylon General State Company. 8) Seb’aa Nissan Company in Al-Nihrewan. 9) Oil-products Distribution Company- lorry maintenance dep. 10) Salman-Pack Asphalt Factory\ Al-Jihad State Company which belongs to the Ministry of Housing and Reconstruction. The survey lasted about (2) hours and (30) minutes then the group returned to Al-Qanat Hotel. Group III: The group held a meeting at 10:15a.m with the NMD, consisting of (2) inspectors, to discuss the material balance for the RDX & Pent rate in both Qaqa and Hetin companies. Then the group visited Thou-Alfaqar factory which belongs to Alrasheed State Company of the MIC, 20km north of Baghdad. The group viewed the (81mm) Aluminum tubes, the meeting and the visit lasted about (4) hours and (20) minutes then it returned to Al-Qanat Hotel. 2. UNMOVIC Inspection Team (Bio.) Group I: It set out from Al-Qanat Hotel at 8:35a.m, consisting of (8) inspectors. The group reached Bio. Techniques Department\ College of Science - Saddam University; Aljadria area of Baghdad. The group held a meeting with the department head inquiring about the department activities, the financing source, budget, the cooperation aspects with other bodies, staff number especially the postgraduates, number of PhDs students, research projects, the on-going researches in molecular biology field, kinds of micro. Bio. used in fermentation and whether there is any scientific board in the department. The group checked all the utilities there as they checked the sealed equipment. The visit lasted about (2) hours and (10) minutes then it returned to Al-Qanat Hotel. Group II: The group set out at 8:45a.m, consisting of (6) inspectors, reaching Ibn Alhaytham Education College - Baghdad University in Antar sq. of Baghdad. The group held a meeting with the head of Bio. Department, inquiring about the PhDs number in the department and their specialists, is there any activities carried out in genetics eng. or molecular bio., the on-going researches, any kind of college supervising elsewhere, where did the department head obtain his PhD from as well as the rest of the professors in the department and kinds of Bacteria that are under experiment process. The group visited the department labs as it checked the declaration and the stickers, also it visited the testing committee office which contains the answers sheets of the students that has nothing to do with the inspections. The visit lasted about three and a half hours then it returned back to Al-Qanat Hotel. Group III: It set out from Al-Qanat Hotel at 8:45a.m, consisting of (5) inspectors, reaching Al-Sharqya Distillation Company (private sector) in Al-Karrada area of Baghdad. The group held a meeting with the managing director inquiring about the staff number, the reasons behind halting the work, the number of postgraduates and technicians, the production nature and quantity, any medical and industrial alcoholic production, the marketing body, source of raw material, whether samples are sent for specification standards purposes, the methods of alcohol manufacture, type of the used yeast, the production’s residues and wastes and the reasons behind using filters. Then the group visited all the utilities of the factory as it checked the sealed equipment. The visit lasted about an hour and (25) minutes then it returned back to Al-Qanat Hotel. 3. UNMOVIC Inspection Team (Missile) Group I: It set out from Al-Qanat Hotel at 8:00a.m, consisting of (8) inspectors, reaching Al-mamoon Company of Al-rasheed State Co. of the MIC, 35km south of Baghdad. The group checked the sealed equipment as it checked the stickers placed on mixing pots, as well as inquiring about Al-Fateh missiles and their specifications. The group inspected the factory warehouses and premises and took photos of the equipment there. The visit lasted about (4) hours and (45) minutes then it returned back to Al-Qanat Hotel. Group II: It set out from Al-Qanat Hotel at 8:45a.m, consisting of (5) inspectors, reaching Al_raya State Co. of the MIC in Altaji area, 20km north of Baghdad. The group held a meeting with the assistant of the DG attended by some of the specialists in the Co. where it inquired about the name of the company, its specialization, kinds of products, number of the departments, future plan and the prominent researches that were carried out by the company since 1998. The group checked the declaration concerning the ceramic heart and the dyfram of Al-semood missile as it also inquired about the beneficiaries, source of raw materials, types of the on-going examinations and the recent additional buildings since 1998. The group visited all the company utilities, checking the spraying system that uses plasma and the stickers placed on them as it took photos of the related parts. The visit lasted about (3) hours and (37) minutes. Then it went back to Al-Qanat Hotel. Group III: It set out from Al-Qanat Hotel at 8:45a.m, consisting of (6) inspectors. The group reached Al-Karama State Co. of the MIC in Alwaziria area of Baghdad. The group held a meeting with specification standards director attended by a number of specialists there. The group asked for explaining the guide and control system of Al-smood missile as well as specifying the companies and factories which contribute in the manufacturing of this system. The group head requested the equipment and machines list that are involved in the testing of the guide and control system of Al-Qudus factory which belongs to the same company. Also the group inquired about the three new equipment which are the environmental conditions test set, the accelerator test set and the gyroscope balance set. The group requested the specifications of these equipment, date of their arrival and their origins. The group also visited the specification standard labs, the tankers section, the wrapping section, the oxide fuel labs, tools stores and the warhead section. The visit lasted about (3) hours and (40) minutes, then the group returned back to Al-Qanat Hotel. 4. UNMOVIC Inspection Team (chemical) The team set out at 8:45a.m, consisting of (13) inspectors, it reached Al-shaheed State Company of the MIC in Ameriat Al-Faluja area, 80km south of Baghdad. The team held a meeting with the representative of the NMD there and the planning director inquiring about the systematical structure of the company, the staff number, the number of the graduates and post-graduates of technical specializations and the company future plans. The team visited the bell ovens unit, the chemical storage, the rubbles yard, water processing unit, the unionized water unit, the copper sheets factory and tools stores inquiring about their work nature. Then the team returned back to Al-Qanat Hotel. 5. UNMOVIC Inspection Team (Joint) At 8:57a.m, (4) helicopters took off from Al-rasheed base with (17) inspectors on board, landed in Al-sdeeq airport of Al-hurya airbase in Karkuk \Ministry of Defense, 170km north of Baghdad. The team held a meeting with the assistant commander there inquiring about the site name, the site activities since 1998, kinds of ammunitions available there, any chemical or biological weapons examinations carried out in the site, whether any of the building is used by other bodies, any other bodies store materials in the site, the presence of any technicians, the staff specializations and whether there is any cleaning up unit. Then the team visited the air ammunitions stores and stores containing fuel tankers for (Mirage & Meg) aircrafts, artillery ammunitions stores, the dry rations stores and the bakery building. The visit lasted about (4) hours then the team returned back to Al-Qanat Hotel. 6. UNMOVIC Inspection Team in Al-mousel (Joint) The team set out from Nineveh Palace Hotel at 9:00a.m, consisting of (11) inspectors. The team reached the Firtilizers State Company of the north area in Baji district. The team held a meeting with the assistant of the DG inquiring about the changes that took place for the last four years, the production quality, the production plan, sources of raw materials and the marketing ports. The team visited all the company utilities as it inquired about the staff and the systematical structure, the company relationship with other industry sectors and whether the company is applying the international quality system of the International Standard Organization (ISO). The visit lasted about (4) hours and (15) minutes then it returned back to the Hotel.
